Like someone who's driving a car with a modified exhaust isn't making a big impact unlike factories who are producing so much more pollution.

It'd make sense. Since by pushing the collective guilt pushed by some activists of environmental issues, you're only further making people feel more down on themselves more than hopeful of the future.
